I have not seen them in the stores, but perhaps Shop@home has them. Can anyone
advise if there are minifig only sets for sales and where?

| (...) anyone (...) Aside from the various Lego retail stores (I know of one at the Mall of America, and at Legoland CA, but I know there are more) the only way to get the minifigs is by mailorder. S@H should have them, you can also get them (at a (...) (24 years ago, 7-Jul-00, to lugnet.starwars)
