Maybe they figured if Anikan's racer wasn't included in the big set, no one
would buy it? And they needed the smaller set to balance out the product line
(from a marketing sense).
I think TLC set designers got bit by the time crunch of getting the EP1:TPM sets
ready by the release date, and cut a corner with the pod racer sets.
Personally, I wish they left Anikan's racer out of the big set, and included the
Jetsons-style observation tower used by Qui-Gon, Padme, and Watto. Another
racer would have been cool too, but the SW sets are severly lacking in
bases/buildings, so the tower would have been cooler.
