No. He does have a little Sith Speeder, though (which is on board his Sith
Infiltrator), and I guess Lego wanted him to have it in the sets, too. I
wasn't surprised to see it in the Sith Infiltrator set, but it's appearance in
the Lightsaber Duel set is weird... I wonder if they just wanted to pad out the
pie size of the set a bit (after all, what else would that little doohickey
that looks like a Vaporator be there for?).
Of course, what *really* surprised me was that

They chose to make the Lightsaber Duel set representative of the Duel between
Qui-Gonn and Maul on Tatooine, instead of the three-way battle between Obi-Wan,
Qui-Gonn, and Maul somewhere else. I would think a small set with all three
minifigs would be a much better seller than with just the two... as it stands,
to get young Obi-Wan, you have to get the Gungan Sub set or (I think) the Mos
Espa Podrace set, whereas Qui-Gonn is in the Duel, the Podrace, Naboo Swamp,
and the Sub. Of course...
Even Bigger SPOILER
If it is true that Qui-Gonn dies at the end of the Phantom Menace, TLG might
just be packing him into as many sets as possible, since the sets from Eps II
and III can't really have him in them. Except maybe as a trans-blue minifig.
OH! How cool would that be! Trans-blue "Spirit of Dead Jedi X" minifigs!
They could paint the details (face, clothes) on in white!
