Missing Pieces in Watto's Junkyard

Hi,
Today I had the chance to put together the Watto's Junkyard that I purchased
from a TRU in UK. The unfortunate thing is that there is no Watto or the
other creature (Mavhonic?) in the box. The box seemingly unthouched and
sealed, and more than that, all the other pieces are present and none of the
individual piece bags are tampered with. are those two guys in a seperate
bag? Did anybody experienced the same thing before?
