Yeah, at first I assumed it was a digital, but right after I
posted the message I realized you were scanning pictures
since I could see the edge of one in one of the images.

Reducing the DPI will make smaller images, but the
image quality should be very similar. What I usually do
is scan them at the full resolution, and then decrease
it in a graphics program. I mostly use Paint Shop Pro
version 3.11 (the last "free" version). It's very easy to
resize images, and play with the compression settings.
Your scanning software probably allows you to set the
jpeg image quality. Because scanning prints always
results in a slight fuzziness to the images, jpeg compression
actually has an easy time of it and you can make the
files pretty small without killing the appearance. Look
and see if there's an "image quality" setting for saving
as a JPG... You probably have it set to 100%. Try cutting
it down to 50% and see how much of a difference in
file-size it makes.. (paint shop pro handles the quality
in the other direction... 0% is best quality, and for most
of my pictures I set that to 40%.. but yours probably
has 100% as the best, and 0% as the worst.)
