I’m not sure what the orbital velocity that close to a gravity well the size a planet makes would be, but I’m guessing other physical factors would come into play that would limit achieving it. What you need is to lay a bubble of frictionless air and antigravity. Then inside that you’d lay your previously described bubble that lets your propellor work. It’s so obvious really.
