Hmm, some guy on Brickset
http://www.brickset.com/search.aspx?Set=3928-1
Says:
"This is a pretty cool and hard to find promotional figure. I got mine in an
eBay auction not from the original source. I have heard that these were
given away at a Space exhibition in 2002, but that is all I know. I don't
know which exhibition or where."

In lugnet.general, Adrian Drake writes:
A coworker of mine received this minifig from another coworker who received
it as swag from an Aerospace tradeshow.  I borrowed it to find out what
exactly it is, and if anyone's seen it before.  It's a single fig, all grey
(grey hands, legs, torso) with a female face, a grey helmet, and a gold
visor.  It appears to be a Cosmonaut, I think.  The set number on the bag is
3928, copyright 2002.  It shows no hits on lugnet, brickshelf, or Lego.com.
Has anybody seen this beastie before?  I'm just curious, since it's not
actually my fig (unless it's worth a LOT, in which case I'll see if I can
buy it from my coworker, although its apparent novelty is very appealing to me.)

(...) Yeah, Richard already posted that same writeup, almost word for word, on this thread :) I should bring the fig back into work and ask around. Somebody there might've gone to that same Exhibition and gotten the fig there, and know who was (...) (22 years ago, 30-Mar-03, to lugnet.general, lugnet.space)
