There is a Windows CE Program called Sky commander that provides IR
functionalities. The program allows you to custom design a remote controller
using bitmap files and then use learning functions for the buttons. I have
successfully used it to learn/control from both the IR tower and the Lego
remote. Range is somewhat limited ~3 meters. The program is available as
shareware from several sites on the Web. Good Luck!!
