I'm pretty sure that you cannot download ROBOLAB, but must purchase it. What
country are you in? This

You will need ROBOLAB version 2.5 if you do not want to buy the RCX and IR
Tower.
As Mr. Soh said, the alternative would be to buy ROBOLAB 2.0 and then download
LEGO Engineer 2.0.
(or just buy LEGO's Intelligent House software which is different from both of
the above, it is logo based)
