I don't know much about winLNP, but we use a small util based on the LNP code:
http://www.idi.ntnu.no/grupper/ai/eval/#software
(it's called ir tool or something like that).
If you want to integrate it into your own code (rather than calling a seperate
executable), have a look at the version I use in LegoVision:
http://cvs.sourceforge.net/cgi-bin/cvsweb.cgi/legovision/LookingLego/?cvsroot=legovision
(look for InfraRed.cpp and InfraRed.h - the sending works fine, I don't know
about the receiving)
