Certainly isn't in my case, these motors are stalled so bad I can't get • them
to move at all now unless I stick a 24t gear on them and turn them by • hand.
Even then it requires considerable force. The cables I've tried on these
motors work fine on other ones I have.

When I  first got my RIS, on a finny sunny christmas morning :) I eagerly
built my first bot, only to watch it veer off to
the right, at first I was puzzled assuming I'd messed up the power settings,
but eventually I realised that one of my
motors was a lot 'stickier' than the other.  A quick trip down to toys'r'us
sorted this out,  they replaced the motor for me, and all was well.  It
wouldn't surprise me if your motor was also a similar thing, as evidently
dodgy motors make it through QA !
