The schematic indicates that the reference moves relative to the output...
I think the reference and output terminals are mislabelled. Given
that they are mislabelled...

The reference output has a 20uA max load, so forget using it
without a buffer. The output pin is buffered though an opamp
and has a minimum load requirement of 125K, so you SHOULD be able
to hook it right up to the RCX, with the signal routing diodes
and Rin and C for the power supply of course.
