this is the pwoer supply for active sensors (light and rotation).
It is interrupted briefly every 3ms to sample the value of the sensor.

It is done by the microcontroller, every 3ms the OCIA interrupt
routine turns off the power and starts A/D conversion, and
when it is finished the A/D interrupt routine turns it on again.
