Dan,
I had the same problem with a newly purchased RCX - turned out to be the
tower. I rang Lego support, they did some trouble-shooting and finally told
me to take it back and get a replacement. I managed to change the whole set,
so I can't say for certain it is the tower, but it was the most likely
candidate.
I had been able to connect now and again to the RCX and get a partial
download of the firmware. The guy I spoke said that the tower was the likely
cause in most of these cases. Any chance you know someone who also has an
RCX that you could test against?
