Yes, it can be used to control a drill motor, but probably not directly.
It can drive 9V motors at 1 AMP (i think, depending on which h-bridge
chips you have). I'm sure a drill motor will draw more than 1 amp, so you
will need to use external power and driving electronics. I'm sure somebody
else can give you links to useful info on this.
