Are you holding down the STOP button? With the board powered on, read
the voltage at pin 3 of the 6811. When pressing the STOP button, pin
3 should read between zero volts and 0.6v. Releasing the STOP button,
you should get 5v. If you get 5v WITH THE SWITCH HELD DOWN, the
switch is bad, or a PCB wire leading from the switch to the 6811 is
bad.
If you get zero to 0.6v on pin 3 when holding down STOP, but the PWR
LED refuses to go out when you turn the board on holding down STOP,
then you probably have a damaged 6811 that must be replaced.
