Hello,
I'm at a loss for what will take to get either of the two boards into DL
mode.
The board has nothing plugged into it; the BATT and PWR LEDs flash on and
then PWR remains on so I can not confirm the synptoms of the ds1233(U12)
voltage monitor failure you suggested below.

Since  .s19 goes into external RAM I won't try placing the HC11 chip into
any other type of board. Are there any other 'brute force' methods
(removing battery power, removing the external RAM from its socket to
allow decay of values) or PCB test points that I could probe with a volt
meter or scope.

I haven't found this problem in the FAQ list nor seen it in the short time
I've been on the HB mailing list.

Thanks,
Bob

this won't work!! the .s19 file goes into the external RAM chip on the
hb, NOT the 'hc11.

pls check that you can or cannot get into DL mode when the board is
NOT plugged into anthing.  DL mode is when BATT and PWR LEDs flash on,
then both off upon power-on.

The red BATT LED was off so I can not confirm the symptoms. It will be
Thursday am before I get to work on confirming the symptoms before
on Thurs.

you may have damaged the ds1233 chip.  confirming symptoms:

1.  the red BATT LED stays on.
2.  measure system voltage (+5v to gnd); e.g., at a sensor header, and
get 4.9 to 5.1 v.

if these two tests are true, remove u12 (the ds1233-10) and see if you
can successfully download the runtime .s19 file.  if so, it's pretty
conclusive that the ds1233 is bad.

when running the board w/o the ds1233, the memory won't reliably hold
its contents between power cycles, but otherwise things should work.

(...) Are you holding down the STOP button? With the board powered on, read the voltage at pin 3 of the 6811. When pressing the STOP button, pin 3 should read between zero volts and 0.6v. Releasing the STOP button, you should get 5v. If you get 5v (...) (28 years ago, 19-May-97, to lugnet.robotics.handyboard)
