some people use fancy sensor devices, but i have found that a simple
CdS photocell or a phototransistor, with some kind of shielding tube
to block ambient light, works quite well for seeing the candle flame.

check out the pix -- lots of robots have a variety of shields, with
photocells or phototransistors at the back.
