I believe the wattage just tells you how much power the resistor
can reasonable dissipate. Therefore using a transistor which can dissipate
more power than what the design calls for is alright, but using one that
dissipates less power is bad. Keep in mind that all resistors of a
particular resistance dissipate the same amount of power; the wattage is
just a rating.
