AFAIK with Cybermaster you can only use passive sensors and
the programs can only be very small.  I'd go for RIS.
(I first got RIS and bought Cybermaster as an add-on for ca $90.)

Also, what actually comes in the cybermaster set?

cybermaster brick with two integrated motors, one output, three inputs
radio tower with cable
one gear motor
three resistor coded touch sensors
a rubber finger
four wheels 49.6x28 with yellow hubs
two tank tracks
technic figure
other pieces, main colors black and turquoise (yuck) with a little yellow
instructions are on a rather unnerving cdrom
