Has anybody heard of a graphical programming interface (such as Robolab or
RCX
code) that allow users to program on-line (not just remote controlling) and
download to the remote RCX via the Internet ?

RoboLab 2.0 (Investigator version) has this capability.  You can program from
one location to control a robot at another.  The RCX on the other side needs
to be within sight of the IR tower of course.
