Make sure you have fresh batteries, turn the Scout on, remove all sensors,
connect one motor, hold ON/OFF for 2 seconds (that should reset the Scout to
default settings) and hit RUN. The motor should spin constantly at about 350
RPM.
If only one of your motors doesn't do that, try all combinations of motor,
motor port and connecting wire. Figure out what the common component is and
call LEGO Customer Service and I'm sure they'll replace it.
