It depends by what you mean by "programming"

A note: from all platforms where NQC can run, one can send commands to the RCX
using it and not needing to have a serial port communication library... but of
course, a wrapper lib around it would be useful to write...

It depends by what you mean by "programming" - if you mean 'use a functional language on the PC to generate RCX code' then it is possible in all such languages that can be run on Windows and call the Spirit.Ocx.
