Are you using an alternative programming language?   If you are using the
LEGO supplied software and reading RAW values, the light sensor won't be
powered and the LED will not be lit.  The values you are getting sound like
this is the case.
If you want to know if the Light Sensor is OK just test it as Light Sensor
with the LEGO supplied software.  If it doesn't light up and read from about
25 to 100 there is something wrong with the sensor.
