Outlook is a mail/news program, not browser. It should be sufficient to
recognize based on <http:>, <ftp:>, etc. The <URL:> won't add any
information.

| (...) (Sorry if this is off-topic.) The format "<URL:(URL)" is a proposed standard way to embed URLs in normal text according to RFC 1738.
