If you just want a cheap machine to use as a microcontroller you can do much
better then that. Older B&W machines can often be had for about $150 on
http://www.onsale.com. There really isn't much need for a battery sucking
color display on a microcontroller.
For real mindstorms content, since most (all?) of these machines have serial
ports you should be able to use them to control the mindstorms directly.
You would have to have the IR tower built into your robot, but it would
work. I don't imagine that porting NQC over to CE would be very difficult
(mostly would have to write a front end for it, since there isn't a command
line interface on CE).
