When you set motor power to OFF, the motor controller shorts the two leads for
the motor together, inducing counter currents that actually try to stop the
motor's motion. When you set the motor to FLOAT, the motor's leads are not
connected to anything and the motor provides no power output nor resistance to
motion. Note that setting it to OFF also requires no power from the battery.
You can think of OFF as applying the brakes to the motor.
