I didn't actually try it from command line but this may be
expected as explained below.

Fast firmware download changes NQC to use a 4800 baud messaging
protocol without complement bytes. This works fine for the
downloading phase. Then the "unlock firmware" message is sent
which causes the RCX to validate the download (i.e. verify
checksum) and reset the RCX so that the RAM instead of ROM
firmware is in control. The reset sets the RCX to using 2400 baud
messaging with complements which is not what NQC is expecting.
NQC responds with the "No reply" message. This is the behaviour
when using BricxCC so I'm guessing that this is probably how NQC
reacts as well.

In the BricxCC case, the firmware has been successfully
downloaded. You simply close and then re-open the RCX
communications and everything is OK. You can verify if this is
the case for NQC by looking at the display. If it shows the RAM
display, i.e. the clock, then you know the firmware has been
downloaded.

If this doesn't work, then I'd try it without the "-firmfast" in
the command line.
