Yes.  I taught my Sony learning remote from the Lego remote and it works perfectly.

Yes - it can learn from the IR tower or from the RCX itself.

Yes - but the length of message that my Sony learning remote can remember on a single
button seems to be limited to about a dozen command bytes.  However, you can program
multiple buttons and then use a feature of this remote that allows you to daisy-chain
multiple buttons together to make a single command.
