Yes. Note that you can auto simply disable the auto startup, rather than
deleting the file, if you want. There are various utilities around that let
you control the items that launch on startup (Mike Lin's Startup Control
Panel is excellent), or you can edit the appropriate registry key (just
search for the ris executable).
