Nope - if they did that then the spacing between the axle of the worm
gear and the axle of the gear that's engaging in the worm gear wouldn't
be a nice round number of studs or plates.
One of the very nice things about Lego is that they really do work
hard to make these parts work together - and it's unusual to find
a part that's designed badly from a dimensionality point of view.
I suspect that this problem with the worm gear length is something
really fundamental.
