already got the answer from Juergen:
If you're using the driver included in leJOS 2.1 then you have to modify
the driver (legousbtower.c in folder tools/linux/legousbtower) before
compiling it:
search for "dev->power_level = LEGO_USB_TOWER_POWER_LEVEL_LOW"
and replace the LOW for either MEDIUM or HIGH - whatever you need.
recompile and rmmod insmod the module and you should be fine.
But be careful when using maximum power - it takes a lot of current from
the USB port.
You would also have to set the range to long in your leJOS program for
the RCX when you want to do communication: use the Serial class for this
(and if you want to save memory just cut & paste the ROM call out from
the Serial class).
