Under anything after Windows 95? Nope.
In fact, only Win3.1 programs running under Win95 can do it easily. Win3.1
programs running under Win98 onwards can't talk to the parallel port at all
easily.
If you must do it, use PortTalk - a freeware program that puts a "box"
around your app so that the ports become available again. I've just been
using it to resurrect some old kludgey Win3.1 programs so they'll work
under XP. It's not 100% reliable but it's better that writing a device
driver.
