Inkjet plotters are should be pretty common in mechanical enginnering firms
these days. Colleges may also have them.
The billboard and sign industry uses huge paint plotters, but those are much
more expensive to run than inkjet plotters because they use special paint rather
than "ink". Size and layout would probably be a non-issue since those things
can use a bus or building wall as a painting surface. Sign shops can also make
printed adhesive vinyl sheets, perhaps shaded 90-degree turn squares and
straight-away squares, just stick them down to a board as needed. At least that
way you could order 3 different patterns in whatever qty's of each needed and
have more than one track layout.
Perhaps those types of places would do it cheaply if it's for an educational or
public community event.
If the gradual shading doesn't have to be perfectly even through the whole run
of a track, someone that is good with airbrushing/spray painting (auto detailer,
perhaps) might be able to make the track.
