I have no idea how that would come to be blinking, but normally it's the
datalog icon. It means something is in the datalog, usually (I say that
because I don't know why it would blink after a battery swipe). I don't
know how you would erase the datalog with RoboLab, unfortunately (I'm
assuming from previous posts that you are using RL). I'm more of an NQC
character.

When the datalog is full there would be a full circle split into four. It
would also stop blinking. When it's 25%, 50%, 75% and 100% one quarter
shows up and doesn't blink. Blinking indicates partially full.
