Oops.

I don't know how to determine which direction the wheel is traveling,
which is necessary so that you know whether to increment or decrement
your counter when the light sensor cycles.

Any ideas?

You need at least three "shades" rather than just black and white - cf
the rotation encoder.

Actually the device you describe is basically a rotation encoder with an
arm and a weight!
