It's possible - but if you crank up the resolution you soon run into the
problem that your software cannot run fast enough to keep count of the
pulses.
Also, it's hard to distinguish clockwise from anticlockwise rotation with
a light-sensor-based solution. (It's not impossible - but it's *hard*)
