There must be a way to come up with a transmitter that interprets the signal
and creates a discrete signal output that the RDS could use. Then you could
program that at "X" rotation or feet do "Y". Has anyone tried this?

Yeah, it's called an RCX ;)

I have no idea why the RDS brick has any real appeal in the face of competition
from the RCX one. No active sensor capability, and only 1k of room for
programs?

Even at Lego's $129 for the RCX, if you already have a technic collection,
you can
add an RCX and a couple of motors for what the RDS kit costs. And IMHO, you'll
get more for your money.
