Actually the speed doesn't change very much.  The main difference you will
notice is in the power of the motor - hence the name of the command.

In other words, a motor set at power 1 is much easier to stall than a motor
set at power 7.

The power command actually works by "chopping up" the power delivered to the
motor into a stream of tiny bits of power.  Reducing the power means
increasing the time between the bits and decreasing the size of the bits.
It's still the same voltage, it's just not constant any more.  You can
actually hear this effect if you turn on a motor at a low power level and
grab the output and keep it from moving.  The motor will "whine" - the lower
the power the louder the whine.  This is the vibration caused by the pulses
in the power supply.

Don't do this too much - you'll damage the motors if you make a habit of
stalling them!
