I don't know for sure, but I would expect any camera >1.0Mp would have a macro
mode. When I tried out the Canon A20 (2.1Mp) I could only get within about one
foot of the subject, WITH macro mode engaged. I had a similar experience with
an Olympus, but I forget the model. The cheaper Sony performed a lot better.

No clue. I can get to within a couple of feet with mine before it gets blurry.
Maybe someone with more camera knowledge can help.

Maybe you could find the same model at a local store and try it out.

That's a really tight budget, especially if you have to buy batteries or extra
memory. Have you considered buying used?
If you don't plan on making high-quality prints, don't get too hung up on the
number of megapixels. You might be able to find older 640x480 nearby.
