I think that it is nice to have someone ask before linking to your site, but
it is not necessary. I keep an eye on who is referring traffic to my site in
any event so it's no big deal. I haven't had anyone link to my site that I
wouldn't want to link to it.

Just my $.02. I'm not sure how others feel about linking protocol. I would
be interested to hear other's opinions myself....
