I use a Windows version on Windows 2000, not sure if it works on other
versions.  The Web page indicates that there is a version for Win 95/98
too.

I have used it mostly for making thumbnails, but the package has a large
number of other functions included also.  ImageMagick works great, as
long as you don't mind the command line interface.
