I think some of these sets were at Eckard's (drug store) this summer,
before the Wal-Mart Super Pack was released. Is the Ninja set #1099?
These things have been showing up in the strangest places. My guess is
these are being sold to retailers (or to a big distributor, more likely) who
don't have room to keep an entire inventory of Lego, and so they receive a
small supply of weird sets instead of normal sets. I'd consider them
promos, since they aren't in the catalogs.
