Indigo Island is the UK name.

b) If it is, is it really a pirate set?

Sort of - it's part of the Islander sub-theme. There are a couple of
pirate minifigs in it, as well as a bunch of islanders, including the
ample bosomed islander babe.

If you like the islanders, it's a very good set. The island is actually
a rather nice layout. It also comes with a pirate rowboat with 2 sails
(most of the rowboats with sails only have a single sail). I've picked
up several copies of this set.

c) If it is complete (Not MISB), is it worth ~$50?

You may still be able to get a new one from Busy Bee for GBP35. I've got
one for completeness, but I wouldn't bother otherwise.
