That sounds a lot more like a gong than a bell. ;P
The closest I can figure out is to put a 1x1 round brick, 1x1 cone, minifig
head, or micro-motor pulley on top of the 2x2 radar dish, but that pretty much
rules out using the chrome radar. Maybe a stack of Quidditch "golden snitches"
on top of a gold-chrome 2x2 radar?
