Here's my suggestion.

Build a bridge over the top of the rack. One robot lives on the left side the
other on the right. When your turn is over simply crash into the other robot.
Column heights within the rack could be determined by a vertical 'dibber'. A
bumper and contact switch would detect the crash. Or if you had a rubber band in
the transmission you could just check for your own robot being pushed backwards
slighty.

You could actually use a standard robot and make it a s/w only competition
