I'd say under, simply because the track pieces have tiny notches in them
which are suitable for running a wire under them while remaining flush to
the mounting surface.

If you want to go over top, I'd suggest striving for a 15 brick-from-railbed
height, because that's the height I'm going to need as a minimum for the
EluraCar POV flatbed to pass around the layout. Of course, you're welcome to
go lower than that, I just wouldn't be able to run the camera and I'd get
right angry. :)
