Chris, once your train tracks start to extend outside your spare room, you will
start to place several power cables throughout the layout, to minimize dead
spots behind switches, and to maintain fairly even power levels.  I thought the
connecting loops could also serve for train storage, when they aren't being
used to move trains between the inner and outer loops.

According to the track designer program, there are no shorts in the layout.  I
must admit that I confirmed this manually, because I wasn't sure it was right!

My concern isn't shorts - I mentally checked that myself. My concern is
that there will be power to that section more often than one might want.
It being a connector between two separately powered loops is what makes
it special. Although, since the Lego controllers use two-pronged plugs,
there shouldn't be a common ground between the two controllers, so that
might avoid any problem.

Don't design inefficiency in - it'll happen in the implementation.
