guessing - are you trying to post to lugnet.announce, from outlook? if so,
do you actually have a follow-up (or reply-to) set? if not, the server
will reject posts to .announce without a followup.

that is odd - are you subscribed to off-topic.test as a mailing list? or
as a newsgroup?
