Not to be nitpicky here, and I haven't bothered to look it up, but is it
it possible that this treaty doesn't apply for either of the following
two charmingly definitional loopholes?
1. The treaty bans weapons usage in these spheres. A drive, when used
for propulsion, is not covered by the ban since it is not a weapon,
unless it is not being used for propulsion.
OR (and this one is my fave)
2. the treaty bans testing in these spheres. If what is being done is
operating a drive for the purposes of going somewhere, that's not a
test. Testing implies non usefulness.
Prolly not but hey, who can say?
